Chapter 1: EU Funding for Trans-European Networks in 2024
TEN-T Regulation Revision Sets Ambitious Targets
The European Union has recently revised the TEN-T Regulation, setting ambitious targets for European transport infrastructure. The revised regulation, adopted by the European Parliament and Council, aims to enhance connectivity, sustainability, and resilience across Europe.
Key targets include:
- Passenger railway lines on the core and extended core network must support trains traveling at 160 km/h or faster by 2040
- ERTMS deployment across the entire TEN-T network as the single European signalling system
- Development of safe and secure parking areas on the core and extended road network every 150 km on average by 2040
- Connection of major airports handling over 12 million passengers annually to long-distance rail
- Expansion of transhipment terminals to meet traffic demands and accommodate 740m trains
- Development of Sustainable Urban Mobility Plans (SUMPs) by all 432 major cities along the TEN-T network
These measures promote sustainable transport modes, advance digitalization, improve multimodality, and address climate change challenges. The core network is set for completion by 2030, the extended core network by 2040, and the comprehensive network by 2050.
LIFE Programme Offers Funding Opportunities
The LIFE Programme, which supports environmental and climate action projects, has published its 2024 calls for proposals. Several opportunities are relevant for TEN-T projects, including:
- Standard Action Projects (SAPs) for climate change adaptation and mitigation (deadlines: 17 September 2024)
- Strategic Integrated Projects (SIPs) for environment and climate, including concept notes (deadline: 5 September 2024) and full proposals (deadline: 6 March 2025)
- Technical Assistance for preparing SIPs (deadline: 18 September 2024)
These calls provide funding for projects that contribute to the EU's climate and environmental objectives, including sustainable transport infrastructure. Applicants should carefully review the specific requirements and deadlines for each call.
